For proclaiming himself a "war president," George W. Bush certainly does not conduct himself accordingly. In a war where soldiers die because we "lack the funds" for body armor, he held a little $40 million party. The Inauguration, replete with extravagant dinner and over a dozen balls, was an affront to the troops salvaging metal from scrap yards to cover their vehicles. Per contra, while FDR was in office, waging World War II, he forwent any ceremonious Inaugural parties or dinners.
