After placing a wreath ceremonially on Martin Luther King, Jr.'s grave, President Bush appointed Charles Pickering to the Federal Circuit Court of Appeals. The appointment had been filibustered for months by Congressional Democrats, who objected to Pickering's questionable past. Pickering was accused of racism and supporting segregationist platforms in his youth. Bush ended up using a congressional recess to successfully appoint Pickering.
